Oversee Law Enforcement

Oversee Law Enforcement is a state-of-the-art information system for government agencies with responsibilities for security and the enforcement of national and international regulations at sea.

Developed in close cooperation with maritime safety, security and law enforcement specialists, the system is designed to support operations at command centres and on board patrol and inspection vessels tasked with enforcing regulations and combatting illicit activities such as illegal fishing, drug trafficking, illegal immigration and piracy.

How Oversee can help you

Improve situational awareness
  • Live traffic information is integrated into a single platform from multiple sources, including a vessels database that displays licensing and inspection histories, the location and status of resources, fishing areas and subareas and weather information
  • Configurable alarms provide immediate warnings of vessels displaying suspicious behaviour, entering specified jurisdiction boundaries or restricted areas, matching blacklists and more
  • Dashboards provide an ‘at-a-glance’ overview of the operations centre and of the operational readiness of available resources
  • Mobile applications for patrol vessels and inspection teams
Improve the efficiency and effectiveness of law enforcement actions
  • Integrated vessels database allow operators to quickly search for and identify a particular vessel and retrieve or record all relevant vessel details
  • Historic records of inspections and incidents relating to a particular vessel and its licensing information can quickly be retrieved
  • An integrated contacts database allow operators to quickly retrieve or record all details regarding a ship’s owner, operator, master and other on-board personnel
  • Plan patrols and inspections at sea, based on the inspection history of the vessels displayed on the maritime picture
  • Plan patrols and inspections at sea, based on the fishing effort and history of inspection results by geographic location and seasonality, based on information from statistical reports
  • Immediately identify the closest available resources with the appropriate capabilities to respond to incidents and task them straight from the map
Improve voluntary compliance by developing deterrence and preventative measures
  • Statistical reports help managers understand causes of non-compliance and the profile of offenders, assisting the development of preventative actions, such as better guidance and education and improved legislation
  • Statistical reports help managers identify geographic and seasonal distribution patterns in fishing effort in order to better plan patrols and other deterrence activities
Optimise costs
  • Statistical reports help managers identify geographic hotspots and seasonal spikes in regulated activity and in the occurrence of sightings, inspections or incidents, in order to optimise resource deployment and staff allocation
  • The “swiss army knife” information system natively performs the function of many different legacy systems in a fully-integrated way, optimising operator performance
  • Digitisation of the operations centre eliminates or greatly reduces the need for paper records
Better co-ordination between operations centres and resources
  • Single access point for all information, for all authorised roles in the organisation
  • Remote, mobile access supported by an intuitive web-based user interface
  • Application for boarding and inspection teams is natively mobile, supporting online and offline use
  • Inspection forms, incident files, dashboards, SITREPs and other records can be accessed on screen by authorised users and can also be exported as PDF files or sent by email for distribution to external parties
Improve inter-agency cooperation
  • Service Oriented Architecture (SOA) and a high-throughput data distribution system facilitates interoperability and information exchange between agencies
Monitor efficiency and effectiveness
  • The business intelligence and reporting module provides interactive dashboards that managers can use to explore data and perform statistical analysis
  • Performance of the operations centre and individual resources can be tracked against KPIs to identify areas that need improvement
Tailored to the needs of your organisation
  • The modular set of features can be selected and configured to bespokely suit the particular needs of your organisation

  • Widget-based dashboard, provides an overview of the current status of the operations centre for operators and managers alike
  • Widgets can be configured to display summary information such as ongoing operations, current readiness outages, flagged records or important notes
  • Individual widgets can be detached and displayed on different screens (e.g. a video wall)
Geographic Information System / Integrated Maritime Picture
  • Traffic information is integrated and fused from multiple sources (AIS, SAT-AIS, VMS, LRIT, radar)
  • Cartography base layers are supported in vector or raster format
  • FAO marine fishing areas and subareas (NAFO, CECAF, ICES, etc.)
  • Meteorological and oceanographic overlays, with the latest forecasts for wind speed and direction, wave and swell height, direction and period, precipitation or cloud cover
  • User-created objects such as positions, areas and search patterns are fully-enabled
  • Generic map tools, for calculating intercepts or closest points of approach, for measuring ranges and bearings between objects (rhumb or great circle lines) or plotting routes
  • Resources displayed with their readiness statuses and contact information can be selected and tasked straight from the map
  • View the past tracks of vessels and their position history on the map
Inspections and incident files
  • Capture sightings, inspections and incidents
  • Capture vessel details, documentation checks, fishroom and catch, gear on board, safety equipment, comms equipment, crew, results or outcomes of inspections and incidents
  • User interface promotes fast and accurate record keeping for subsequent auditing and statistical analysis
Behaviour analysis
  • Create bespoke alarms that trigger when specified conditions are met
  • Configure alarm rules based on vessel characteristics, position and behaviour, jurisdiction boundaries (such as EEZ, territorial sea, or restricted fishing areas), user-defined areas, time of day or year and other parameters
Vessels database
  • Keep detailed information on all known vessels, including identification, characteristics, inspection history, positional history, images, contact information and more
  • Database grows automatically and self-updates using data from traffic sources, e.g. AIS
  • Vessel records can be manually updated
  • Supports integration with additional external databases
Contacts database
  • Manage contact information for people, companies, organisations, vessels, resources or other entities
  • Fully integrated with inspection forms, incident files and geographic information systems
Resource management
  • Track the operational readiness of each resource
  • Record readiness outages and operational time
  • Record activities undertaken by resources
Reporting tool
  • Summarise information and detailed statistics on sightings, inspections, incidents, alarms and other records in the system
  • Track overall and individual unit performance against Key Performance Indicators
  • Generate reports with beautiful charts, maps and tables to inform budgetary and management decisions, to reply to media queries or to provide evidence for audits or legal proceedings
  • Interactive dashboards let managers manipulate filters and explore the data
  • Chart data can be exported as Excel spreadsheets or as image files
Audit log
  • Record all creations, deletions and changes to records and other entities in the system
  • ‘Search-as-you-type’ for any record, type of action or user, resulting in an extremely powerful auditing tool
  • Easy-to-use interface allows non-technical users to easily operate the audit log and understand when, by whom and why records were changed
